I have set the restrictions to allow live TV for all the Home Users but only one account has access to it.
One account is the king (don’t remember how this was setup but I use it to control everything)
Second account is me as a Managed User.
Third account is my wife who has a separate Plex account added as a Home User.
King account shows Live TV & DVR.
Second and Third accounts do not.
All of the other libraries show up for all accounts.
How do I enable Live TV Access that actually allows Live TV Access?

What -exactly- does this mean? Do I have to create some kind of Live TV & DVR library? How is this done?
+1 … I noticed the same thing… I select the drop down but the user has neither the ability to watch live TV or create recordings… I was able to do it yesterday… ARG!
FYI… You will see above once you are on the correct server version and PLEX has roll out the update to YOU. I had to wait 1 day to get the update after I was on the correct version of PLEX.

Would be nice if Plex was less for the hobbyist. I just want to watch movies and TV without family complaining they cannot record their shows, or stream over insecure networks, or connect at their friends house. Seems like every week we run into some gotcha with some seemingly basic feature.
Maybe I am confused but why “allow experimental beta”. Shouldn’t you just install the current released version? If you go to the download section you can see what the current version is for your platform.

running Plex server on nVidia Shield.
1.14.1.5490 is the current Plex Media Server version listed on Google Play
P.S. originally received emails when this topic was updated. but no email after the last two responses. . how does that happen? says I am “Watching” but still no email.
I am running on Synology NAS so not familiar with the nVidia Shield but seems like you are out of luck until the new version is available for your hardware.
what is so confusing is that the controls are there in the server to “Allow Live TV and DVR access” for Home Users. but then the Home Users still do not get Live TV or DVR…
Personally, I no longer use Plex. Kodi on Android TV with pass through == 4k && Dolby Atmos, no muss, no fuss. With Plex I don’t know what is being converted, transcoded, or what. And then it won’t stream because it is secure, or insecure, or not available directly, or unremote, or some thing after another. After all this time I would expect basic stuff that just works. But it is still more for hobbyists than mainstream. Still trying to hang in their for the family but also actively seeking a replacement. (and now this forum is not even working. how do I get emails when someone replies???)
Are you using “https://app.plex.tv” to access your Plex Server? If so, that is the most current version of the browser app and maybe it shows the “Allow Live TV and DVR access” even though your server is not up to date. Again, maybe. You could try accessing your Plex Server directly with http://your.plex.ipaddress:8096 it might not show it.
For me Plex is just a tool. I can’t control what happens with it. There are other tools that I have tried and some features I like better and some I like less. The recent Plex UI Update and this feature for the DVR and Managed Users pretty much brought me back. I am very happy with Plex in that I have my grown kids spread around the city all using my Plex Server. Some have their own Plex Servers. It works very well for us but we also understand the limitations. BTW… My forum emails are working fine.

Just frustrated thinking Plex will work and it doesn’t. Keep bumping into “the limitations” which seem to be randomly sprinkled around. Or maybe we happen to be trying to use all of the parts that do not work.
I would be very happy if family at home could watch movies and watch & record OTA TV. But it is still hit & miss on the first and apparently not possible for the second with the nVidia Shield.
