Live TV not available for Home users

Hi,
Added a couple of users to my Plex Home by select “create managed account”. I added these users with a restriction profile of “none”, and under the restrictions section I enabled Live TV and DVR access (also tried Live TV only). When logging in under these user profiles there is no Live TV section and I can’t figure out why. My main account that manages the Home does have live TV. I’ve tried from both the browser and mobile app on android with the same result.
Looking for some help because per the documentation it seems like setting up the restrictions the way i have it currently configured should work

it is not listed under “More”?

Do you have Live TV set to “Disabled for Managed Users” under your accounts Online Media Sources settings https://app.plex.tv/desktop/#!/settings/online-media-sources ( this should not matter for your local DVR but figured it is worth looking at)
