Live TV hangs in Plex - 3017 Errors

I am NEW to Plex.
When I use Plex to play back Live TV or recordings, it hangs and I get frequent 3017 error messages.

If I play with them like go 30 seconds forward or 10 backward, sometimes they will go ahead and play for a bit

If I use the HDHOMERun software to watch live tv, no problems whatsoever with play back. When I play anything on Philo, no issues.

I thought I just used the default installation of Plex Media Server.
I am on AT&T 500+mbps fiber, the HTPC is connected to the AT&T modem via ethernet.

I am attaching fresh copy of Plex Media Server Logs and Database. I hope someone in the know can point me in the right direction.

Just signed up for the Lifetime Plex Pass.
Hoping someone can help point me in the right direction. Maybe a port setting in my modem?

Configured my router and have remote access successful but Plex playback is still hanging up. New Database and logs attached

I am beyond frustrated with Plex. Any Live TV or Recorded TV hangs like its buffering for eternity on Plex. Yet if I use the Silicone Dust HDHomeRun software I can watch live TV.
If I go to the folder where the recordings are saved, Windows medial play will play the saved recording fine.
I uninstalled PLEX media server vial Windows Control Panel and Reinstalled it, same thing.
Clearly to me anyway indicates something wrong with Plex.
I just paid for the lifetime Plexpass .

I need some ideas.
Is anyone seeing this message at all??

This setting should be off:

Live TV is CPU/System intensive and differs from how the HDHomerun app works. Plex being server based does the tuning of the channel and then sends the data to the client vs the tuner to client of the HDHomerun software. What client are you using? The browser causes the stream to be transcoded on the fly. What CPU is this running on? Because of the version you are running I would test with all hardware transcode options turned off.

Remote access isn’t required for in the house operation and can be solved separately.

I’m very new. I have no idea how to get into the settings of the media server. I now see I have only been getting into the settings of the Plex media player via app.plex.tv/desktop

I am using the same PC to play Live TV/DVR

Lets start with installing the Windows Plex client: https://www.plex.tv/media-server-downloads/#plex-app called Plex for Windows.

Interface will be the same as app.plex.tv/web both are perfectly fine for administering your server. Support pages can be found at the bottom of the page or https://support.plex.tv and has a category for Live TV & DVR.

Server settings are all under Settings and Manage on the left side after hitting the wrench.

To reach the panel above hit the wrench > under Manage is Live TV & DVR > gear icon under Listings.

Next hit the Transcoder page under Settings and uncheck all the boxes.

I’m sorry, I went to the download page you provided a link for and selected Windows and on the right side it says Linux. I clicked the button, nothing happened. I tried again, same thing.

I went into the Plex app, tried to follow your instructions, I find nothing that says Transcoder. See screenshots. Hoping pictures are worth a thousand words. I am willing to pay for phone support if needed.

I am pretty computer literate. But for whatever reason, I can not find my way around the Plex Setup. I also feel like there are two versions of plex. Media Server and the App? It confuses me.

Boy, I am embarrased. I apologize for the hand holding, but I am glad you had the patience to do so. I unchecked those boxes and playback seems to be fine so far.
Why are they checked in the first place? Am I losing out on a feature? Is my PC any issue?
