Live TV looping problem after software upgrade

I’m experiencing periodic video looping when watching live TV on Plex when using the latest update, 1.41.1.9057. It occurs 6 or 7 times during an hour program. The problem started during the last update as well. However, the problem was not present two server versions ago. The looping problem causes the video stream to loop back about 30 seconds. If I fast forward the video 40 seconds when a loopback occurs, the live TV continues playing for a while until it loops again in a different location. If I allow the video to continue playing without a fast forward intervention after a loopback event, it hits the same loopback location and times out with an error message stating “Playback Error, We could not reliably play your live TV channel, it may be due to a weak signal.” However, if I set the live TV to record the station and watch it, the live TV stream loops back as explained above, but if I watch the recorded video after the program recording completes, I find the recording is complete and continuous with no loopbacks. So, the problem only affects the live stream to but not the recorded stream.

The tuner is a HDHomeRun FLEX 4K, the streaming device is a Roku Ultra running the latest Plex update. The tuner stream resolution is a 1080p. The Plex Media Server is running on a HP Pavilion TP01-0xx, i7-9700, with 32 GB Ram, Intel UHD Graphics 630 and 1 TB Samsung EVO SSD. The PC is running Windows 11 Pro, Version 10.0.22631 Build 22631and is being launched as a startup task under my login as a high priority application. The CPU and GPU load is light.
