Local Assests Bug with Media Stored on a Network Share

I have been troubleshooting Plex not picking up some of my local assets and think that I have found a bug in how Plex handles local assets for media stored on a network drive. In short it incorrectly tries to open a local copy not the network copy, and when it fails it says the file doesn’t exist.

The Console shows

However, when I go look at what the server is actually doing I see this. (Note the last line where Plex (not the scanner) tries to open a non-existent file.)

Two additional pieces of information that may be important. I do not run Plex from a local admin account, just from a normal user account. Second, Plex has read only access to the network share.
