I recently noticed that the “Download” option is no longer available for people connecting to my Plex server. I have verified that it is enabled in their accounts, but regardless of the browser they use or even the Plex app, it will not become an option for them. I obviously have the PlexPass to enable this feature and I am not seeing other posts about this.

Am I missing something?

There’s probably some confusion about the (same) wording.
The “Download” you’re referring to is downloading your server media right from the browser – that’s only available to the server admin.

The sharing configuration you mention refers to being able to sync/download media from a Plex client (namely Plex for Mac/Windows desktop client, Plex for Android, Plex for iOS).
