Media server won't show my library

I had plex a long time ago and the drive crashed. I have reinstalled the media server, but it doesn’t prompt me to set up a new server. It can’t locate my old server and it is an endless loop of installing the media server and then I click on the +library and it tells me to install the media server. Round and round. I have installed and unistalled both Plex and the media server many times. Same results.

I tried deleting everything in my computer that had Plex in it. Still no luck.
