Mini freezes during the playback video

I use PMS and PMP on the same machine with Window 10 x64 and when i play any video from local library it freezes for half a second every ~10 sec and it is pretty annoying. Streaming videos on Plex works fine. Playback in other players is working perfectly.
HW decoding is on.

Is it possible to get rid of it?
