I did not have your zip code so i tested it with a Palo Alto zip code !! Send me your zip code by PM and I will look into and may be withdraw the issue I referred to our provider.

I’m increasingly convinced that this was the problem all along. For my zip code Plex was defaulting to Comcast Palo Alto, but I actually receive Comcast San Mateo.
Irritatingly, even Comcast aren’t sure what I am supposed to get. I asked them which channel lineup I am supposed to receive, and their answer was “This lineup, or this one, or this one.” They don’t know. 
But with San Mateo selected, I cannot find any missing or misidentified channels.
There must have been some quirk affecting how we score the lineups. We give a score to every channel we match and aggregate the scores.
I have compared the two lineups and the diffs that I spotted are these
I will cancel the issue I referred to our provider - unless you spot an anomaly with Comcast San Mateo Digital
Oh well that’s even more confusing. I do have CSPAN and 22 and WEATH on 24.
Except I also have NHK on 817, which is on the San Mateo side of the list.
So… maybe I do get Palo Alto after all? And my original theory was correct - the Palo Alto EPG is just messed up / wrong?

It does look that way. Now adding the HD Homerun channels in the comparison
This explains why the Palo Alto lineup scored higher
Your HD Homerun list did not give full station names so my comparison is a bit limited
I will let our provider know to look into the omissions / errors I highlighted before in the Comcast Palo Alto Digital lineup
