Can the Mobil app be purchased outright or is it the Plex Pass fee? Like to give my cousin access to my library but it doesn’t make sense for her to pay the same fee that I paid for the server if it’s the Plex Pass rate. I know years ago I originally paid 5 one time for my iPad before I went lifetime on the server.
Yes, access to the mobile apps is included in the Plex Pass subscription. For you and all members of your Plex Home.
Without a Plex Pass, the ‘mobile’ app can also be unlocked for a one-time fee of about ~ $5.00 per app store account.
What this means: if the user has several Android phones and tablets which are all connected to the same Google Play Store account, he only needs to pay once.
If he however has an iPhone and an Android tablet, he needs to buy the app activation twice – once in each app store.

Those are controlled by the server. And since your account has a Plex Pass, Sync is available to all your shared users – if you unlock it for this user.
