I have a lifetime Plexpass…I shared my server with a friend who has a free account. She is now getting a pop up every 2 minutes that says she must pay a monthly subscription or a 1 time “in app” purchase to stream. Is this new? If she pays the “one time” fee is only for the one movie/TV show or everything?

yes, mobile apps require either plex pass, or a one time unlock (tied to the phone app store account).
big screen apps (android tv, smart tvs, apple tv, roku, etc) are all free to use, however some advanced features do require plex pass.

Alternatively, back before I had a Plex Pass, I would use the phone’s web browser and view my server contents using that instead. It seems that only the mobile (iOS/Android) apps for mobile devices have a $5 unlock fee. Any browser can do it free, but the UI can be pretty tiny viewed through a browser…
Plex pass gives you free access to these mobile apps, but anyone without a pass on THEIR account will be restricted.
