For both users to have a plex pass, you’d need to buy one for each.
But as long as the account used as the admin account has a plex-pass, that’s generally all you need.

@all: In general what I want to do is have 2 users more with their own playlists, what he has watched, progress, skip intro, watch together, Tidal soundtracks and extra material that PlexPass users have just not rights to edit, delete content.
It’s for me and wife, so I have no problem creating 2 managed users and use my Plex account login to her phone, or create a separate Plex account to her just as long as she can do the things listed above.
you can invite any regular Plex account to your Plex Home. Skip intro and Skip commercials should work fine for them as long as they are in your Plex Home. this was changed a few months ago as far as I know.
Hmm before the replies I created to managed users because the statement about unmanaged home user would not see the same benefits as managed users. So this has now changed again and why would it be better with a completely new non plex pass acound and why would they not limit it again?
Not needing to sign into the player apps first with your admin account and switching to a managed account. A regular account will have its own password so can sign in without you needing to be there with the admin password.
If you have other friends with Plex Servers they can share with you and/or your wife. Another user cannot share with a managed user account.
