Is the old machine still running? If must not, if you re-use the registry data from the old machine.
Old machine wasn’t running last night. Just turned it on now. Checked new one, no changes. Turned off old machine, checked new one, no changes. You know what I do next?
Are you 100% sure that Plex server on the old machine was not running, while you copied the files from the Plex data folder?
Because otherwise, your primary data base file migth be corrupted and needs to be copied again.

Make sure to use a “private”/“incognito” browser tab/window.
On second thought: The home screen being empty is not that much of a deal, as long as you can find all your servers and libraries when you scroll your left sidebar all the way down and click on MORE…
All you have to do then is to reset your client’s home page, like so:
Yeah I just did this again from the start and it worked this time, tyvm. When it comes to errors, every time I’ve backed up Plex data over the years winrar reported some error. I think usually about log files or updates or something. I ignored it and thought one little error didn’t matter but maybe that’s wrong?
This time when I double checked old PC had Plex completely shut I checked Task Manager and there was still “Plex Media Service (32 bit).” I closed it and this time there wasn’t some random error so I assume that solved it. Am curious if that hidden thing still running in Task Manager mattered and if it’s common/why it’s there.
This is a sign that the server still has the logfile open for writing into it. Which means it is still running. You must avoid that for a complete and intact backup.
You might be referring to the Plex updater service.
It’s just a helper for the integrated server update.
Without it, you’d couldn’t use the Plex app to update the server or let it even update automatically.
