Multiple PMS issues on Windows

Server Version#: 1.31.1, 1.31.2, 1.31.3 (windows 64 bit)
Player Version#: Web App

For the last month or so, I have been unable to load the settings for my server from the plex ui. Since then things have gotten worse. I am now unable to play media about 5 min after the server finishes booting. I have tried to do a fresh install (deleted reg files and AppData folder) but am unable to get past registering the server (it refers me to the forums). When I load the webapp, I get 500 errors on multiple resources on plex.tv ( https://plex.tv/api/v2/user, https://plex.tv/api/v2/user/settings/opt_outs, https://plex.tv/api/v2/friends ). In the server logs, com.plexapp.system crashes constantly:
