Music Downloads Not Working / Sync Option Not Showing / Optimize Option Not Showing (Plex Pass Lifetime Member)

Where to start…
I’ve been Lifetime Plex Pass Subscriber since 2016.
Currently, I have only put our family’s music on PLEX, with movies and shows to come. Music is in ripped FLAC, lossless m4a, and some mp3 formats.
We have three in the family, my son and wife using iOS and me using Android. All latest app versions.
Server is also updated.
Database optimized.
I noticed that I get constant errors when trying to download music to devices. Android will sometimes try to download until the very end, then give an error that some items couldn’t be downloaded and to try again (which it does from the beginning!). Other times it will just keep trying to download the same tracks over and over.
iOS gives an error code of 409.
When mine does try, it’s excruciatingly slow - even when on the LAN.
In trying to figure this out, I figured I’d try Sync instead, only to not see or find the option anywhere.
Maybe optimized versions would be better/easier to digest for the Server and apps…can’t see that option anywhere, either.
