My brother shared me into his plex library and I only have access to the lowest resolutions? 360p, 320p etc.

Im new, do I need to do anything or does he?

There is very likely nothing you can do. The issue is usually on the server side, related to its internet connection/ISP.

A last ditch attempt you can try on your side is this:
If you can, try changing the “DNS Server” in the network configuration of your router (or just your computer) to Google’s 8.8.8.8

Or asked differently: are you in the same local network as your brother?
Or if not, are you using the same ISP for your internet connection?
