I am still having this issue a few months on, with no luck fixing it.
I seem to not be the only one, I think this post describes the same issue. Unfortunately the provided solution has not worked for me:

Here’s something I just tested that is making me pull my hair out - I’m on a completely separate and remote network than my Plex network right now and I’m able to access app.plex.tv via Cellular but if I connect to my friends Wi-Fi, I can no longer connect. So at this point, I can’t connect to my own plex from my own LAN network or my friends network but it somehow works over cellular.
So this morning for the first time I am unable to connect to my Plex PC server with another PC - says “unable to connect securely”. NOTHING has changed for me and all my other connections via Shield and Roku (on my televisions) have any problems.

I am unable connect to freshly made server, from fresh installs of Plex and Plex Media Server (from the Playstore) to add content to the library.

Something happened lately causing me to be unable to connect from my home internet, to my Plex server via https://app.plex.tv - I get the dreaded “app.plex.tv is unable to connect to “Rhino” securely”.
I can access it without issue directly or via https://app.plex.tv from my office or cellular network. I can also stream from home via the apps on iOS and tvOS.

In short, looking through the forums it seems like lots of people are having the same issue, and I am surprised this hasn’t been resolved by Plex yet. They obviously made a change that has broken something for some people.
