I am looking for steps on how to backup and restore Plex on Nvidia Shield 2017 to external USB. I’ve read that I may have to root the device, but I’m unsure how to do this.
I have a replacement device and need to restore to it. I am in Africa now and cannot afford the data connection to download metadata all over again as my collection is massive.

We do not have instructions for doing this, since it is not possible right now. If you do root your device, it may be possible, but we do not provide instructions on that either as it may lead to voiding your warranty or even bricking your device if done incorrectly. Unfortunately, backing up and restoring the metadata on a Shield is something Plex cannot offer at this time.
