New install on Synology DSM 7 works perfectly for owner all others I share with get playback error

Server Version#: 1.30.0.6406-7000
Player Version#: Windows browser

New install of Plex server downloaded directly from Plex. Works perfectly for the Plex account that owns the Plex Server and is an admin for the NAS but all other Plex users I share with get an error on playback that says “an error occurred loading items to play”. This occurs for local and remote users. They can see the shared media but cannot play them. The remote users are using Windows browser to access the media.

I have checked permissions multiple times but it looks correct according to the documentation I have read.
This is a migration from a W10 based system.
Feels like a permissions issue, any advice would be appreciated.

PMS runs as its own username so if media works for one user then the problem isn’t in the file permissions.

The problem is fixed, I uninstalled and then reinstalled on the Synology, removed and then reapplied access privileges to my family and it is now working correctly. I must have broken something on the initial install.
