Question: does every user, who is having access to the server, need to deactivate this feature in his account settings? I have a couple of shared library accesses open, I am wondering if I have to close them until the issue is fixed.

The server owner must deactivate Sync View State & Ratings.

Unclear if others with access must also do so (I’ve not seen anything definitive either way).

View State Sync runs when PMS starts and every 30 minutes afterward.

You can look in Plex Media Server.log (and .1.log to .5.log) for entries with ViewStateSync.

Here’s a portion of the log entries when it runs (I deleted some lines with user names):

Question2: Is there a good resource where I can understand how to revert back to an older PMS version on my Synology?

You must uninstall the current version then install the earlier version. Synology does not support direct fallback. See FAQ 8: Uninstalling PMS - Reverting to a previous version.
