My internet is down, since Plex needs internet to connect to Plex Home am I screwed?
How can I force it to have it run locally without my profile beeing connected? (not sure if I’m very clear)

This is intended. Without internet, users cannot be authenticated. The last user that logged into the device should still be able to access your server. You just can’t switch users.
You can temporarily disable Plex Home by following the steps in the support article, https://support.plex.tv/hc/en-us/articles/204281528-Why-am-I-locked-out-of-Server-Settings-and-how-do-I-get-in-. That article is for a different problem, but will work in this scenario too. Just remember your changes so you can put it back.
