I have tried for hours to add a library to my Plex account. I have been using a shared library. However, I would like to use my desktop as a server. However, when I click on settings, there is no manage menu, there is no library option at all. The only place I see the word “library” anywhere in the settings menu is under “Users and sharing” and my “friends” shows the shared library I have access to and next to that is says “shares 6 libraries with you”. This has been incredibly frustrating. Why do I not have that option?
Install Plex Media Server.
If you have Plex Media Server installed - it wants to know where your media is - tell it where it is. If you have no media of your own - you don’t need Plex Media Server.

You don’t need PMS to view years of ad-packed content, or other people’s servers they share with you. If you have your own media, stored on your own storage - you might need Plex Media Server 'cause you have some media that needs serving.
If you don’t have a Server Machine you can run 24/7, in order to serve your media to your clients - you don’t need and can’t use Plex Media Server.
Plex is now like Crackle - in that you can get ad-packed content, free, without a Server, or any content, with only a browser, the player, and an ability to not be bothered by 7 minutes of programming interrupted only briefly by 5 minutes of advertising.
