I, like many others am having the issue where I do not have any Library option. This is a waste of time. Get your crap together plex. Not worth my time to become an IT person because of their half A**ed software.
Can you explain Library option?
I agree. 
You haven’t given enough info for anyone to know what you are referring to. If you would like to elaborate there are a bunch of IT people willing to help.

Does plex not have a button called library?
Seems pretty straight forward.
If you read the thread you just quoted you see that that OP hadn’t figured out they needed to install PMS (Plex Media Server) somewhere which is where your libraries will reside.
Did you install PMS?
Yes it does. Plex also has Library options which is what you initially hinted at.
Go to your server settings by clicking the Settings icon in the top right. 
Scroll down to Manage and click on Libraries.
You should see an ADD LIBRARY button along the top.
You can also add libraries by clicking on your Server name in the top left and clicking the + symbol.
There are support articles that will assist you to become familiar with a Plex setup.

I agree, that the option to add media / library should indeed present itself more readily.
This can really be confusing and annoyed me a couple of times.
Here’s the catch:
look at my “server” called Luna:
Nothing to see, unless you hover over it with your mouse cursor:
Now I can see and hit the ominous “+” button to add a library:
