Same issue on my end - Win 10 1903, new desktop Plex app. I think the issue is with x265 encoded video streams specifically, based on my experiments so far.
Do you folks see different behavior if you disable hardware acceleration in settings?
Yes, disabling “use hardware acceleration” in the player settings has worked for me.
I’m now having issues with the video stuttering every few frames. everything plays fine on same windows 10 laptop with PMP.

@K8S4M mind giving me a breakdown of the media that has no audio with hw accel on yet does with hw accel off? Specifically I need to know the video and audio codecs. Thanks!
