No video (only audio) when creating with mkvmerge

I’m having a problem direct playing files on my Nvidia Shield and FireTV that I create using mkvmerge (via MKVToolNix v50). The audio direct plays just fine but I get a blank/black screen unless I force transcoding.

I’m not quite sure about the FireTVs supported codecs so we can ignore that for now if it makes it easier to diagnose, but I know for a fact the Nvidia Shield can handle the codecs I’m using. (And other media server software plays the files just fine on the Shield). Direct playing on my phone, a OnePlus 7 Pro, is also fine.

The video is HEVC with DD+ audio in a .mkv container. All other .mkv files like those created by MakeMKV or StaxRip, which actually uses an older mkvmerge, direct play fine, it’s just the ones I manually mux that I get the blank screen.

It’s possible this is user error and I’m missing a setting somewhere in MKVToolNix that Plex requires and other software doesn’t, but I haven’t a clue what that would be. Any help would be appreciated.

Edit2: Deleted the previous edit as it was incorrect. I’ve isolated the problem to high bitrate DD+ tracks. I think MKVToolNix was a red herring. It seems Plex will not display video on some devices when direct playing high quality (1024kbps surround) DD+.
