I have read up on this on the forum and still can not resolve accessing Plex outside of my network.
!. Wind 7, Asus RN N66u router. Cox Internet
2. Static IP done via Windows not the router
3. Confirmed not a Double Nat situation.
I have attached my port forward pictures and Plex as well.
Let me know what else I can provide to paint a better picture.

Have you port forwarded the port 32400 on your router ?
Can you post a screenshot of it ?
Do you have a router and a cox cable modem ?
Like starbetrayer said; can you supply the screenshot of your port forwarding settings? Also, do you have a network firewall or software firewall on your computer? I noticed in the past I had to restart the Plex service if I started Plex initially before setting up port forwarding. Have you tried that?

I have a Asus RT-N66R wireless router and the modem supplied by Cox is a Cisco DPC3010. I only access the Asus router to change my settings by 192.168.1.1
Yes, I have port forward the Plex via the Asus and a picture has been attached to review.
The firewall has been turned off for now to figure this issue out. I am not running PIA VPN while trying to figure out this issue, but it is installed on this computer . I know that I don't have a double NAT situation since I my IP address does match up. Let me know if you can't see the pictures attached in the email.

Interesting; I tested the port from the internet and it does not appear open, so whatever the issue it, it is with the network. The settings do look like they are configured correctly though. Maybe try making sure the port forwarding is enabled, try restarting your router, or try using a lower port number (within the 1 - 1024 range). I am curious, does your DVR service work over the internet? I notice they use high ports too.
Edit: I do see that those ports are open which disproves my high ports are being blocked theory. I think awhile ago I had the same issue. I played around with the settings and retried using ports in Plex and it started working.
I didn't take a picture of it, but the port forwarding is enables. I have rebooted by router and wifi today. That would be one option to use a lower port range as suggested. Today they released a new update and I have installed it and rebooted the computer. This is very interesting issue to have but just can't past some roadblock.

Everything looks good to me, except I have a question about the firewall. The picture you posted of your windows firewall being off but managed by McAfee. Have you made necessary changes to McAfee?
Ahh, good catch astrofisher. Did not see that. One other thing I can suggest is seeing if that port is open locally, which would also be along with what astro mentioned.
Example local access: 192.168.1.240:32400/web/index.html
On the McAfee Fire wall side I made a rule to add the 32400 port for access. Also the Firewall has been turned off on those three domains. Let me know if I am foregetting something on the firewall. I tested the local access to find it allows me to log in and all my files are present. This works inside my house however if I try to connect outside it gives the error message.

Try turning router firewall and McAfee firewall off.

I have the exact same problem. Everythign set up identical to what you have. Was working fine till my HD crashed, and upon re installing windows I cannot get the plex Media server accessible online. Hoping we can get this fixed ASAP.

A couple of things. I have the same router as you and I have UPnP disabled on my router because of problems with port forwarding - sometimes worked, sometimes didn't. I see from your screenshot that you have numerous forwards going on, so this probably isn't an issue.
I just went back and read that you have PIA installed on the computer, but have it disabled while attempting to connect. This should be fine as I have PIA installed on my server and it connects easily once PIA is disabled. However, if you enabled the Kill Switch, obviously that would change things.
You could post the output of ipconfig /all. A fresh server log showing an attempt to connect - exit server, restart, wait a few minutes and then try to connect. Post a screenshot of your Firewall settings as it pertains to Plex.

Did you turn off the firewall int he router ?
is your modem Cisco DPC3010 in bridge mode ?
The firewall is turned off on the modem and on the pc. I am running an Asus RN-N66r router.
Attached is my ipconfig and firewall settings, however I can not find a log in the plex server.
Where is the kill switch are you referencing the PIA software?

Your port forward screenshot ip 192.168.1.240 doesn't match up with your ipconfig screenshot 192.168.1.239.
The kill switch option is available when you choose settings (PIA Settings). If this were enabled then you would lose internet when PIA is disconnected.
Logs are located here: C:\Users\*****\AppData\Local\Plex Media Server\Logs
Also, make you you statically assigned an IP address. Otherwise, everytime a restart happens, you might get a new IP and do this all over again
I changed my port forwarding to the correct address when I did my ipconfig /all. Upon searching I can not find those data logs for the Plex server which is interesting.
