Ok. So I have followed the troubleshooting guide and still cannot access outside my network.
I have a Hitron CU3 Modem/Router
I made my IP static and reserved it.

I changed the Internet 4 Protocol.
I disabled the Firewall
I ensured that that DHCP was enabled
I ensured that the device with the server was indeed connected
I ensured that UPnP was enabled. I disabled and re-enabled it to make sure it was correct.
I’ve also checked to see if the port was manually added and it was…many many times.
Can anyone tell me what I am doing wrong?

First disable UPNP.
Second your port forward is going to 192.168.0.12 and is wrong it should go to 192.168.0.13
You only need one port not sure why you have 4 of them.
if you dont use the default 32400 you need to specify that in your plex config if you want to use 25257 specif 25257.
So disable UPNP completely? or just toggle it off, save, and then toggle it back on?
And those ports were already in the list. There is way more than 4. I just took a snippet of those to show what it was doing. So, I should clearly remove those, correct?
When I enable remote access, it says for approximately 3 seconds it is connected and then pops up that its not.
yes disable UPNP altogether and leave if disabled.
Setup one manual port forward for port 32400 to port 32400 TCP ad UDP going to 192.168.0.13
Make sure your PC with Plex is 192.168.0.13 by opening command prompt and typing ipconfig.
