Not available Outside your network

I started having issues over the last couple of months with my server not being available outside my network. I’ve been running the same plex server for years with no issues. Nothing has changed on my setup and now this starts. I’m assuming it is a result of some update.
When i go to Remote Access in settings and click Retry it shows available for just a half a second then flips over to not available. For testing I’ve got firewalls turned off.

Please help as I’m at the end of my technical skills. Its set on Manual port and I’ve changed the ports and gone in to the router and changed the ports there also. canyouseeme.org says the port is not open. I’ve verified on the router that it is and changed to different ports to see if my ISP was blocking. Nothing seems to work.
