Server starts at "Fully accessible outside your network" then goes back to "Not available outside your network"

I’m running windows 10 and keep getting that my server is Not available outside your network.

I have Upnp enabled on my router and that was working fine. But I recently began getting this. Now I tried using manual port forwarding, I also manually added the correct firewall ports in Windows firewall. Still the same issue. When I hit retry it works until I refresh the page and then goes back to Not available outside your network.

When I try to access it from my phone without being on my home network, I connect. But some of my friends can’t.

I disabled my firewall completely and my anti-virus. Same issue.
