I have deleted the Codecs folder and systemctl restarted plex. (This made no difference)
rm /var/lib/plexmediaserver/Library/Application Support/Plex Media Server/Codecs
I have disabled audio passthrough. (This made no difference)
I can confirm this is a problem with the plex app. I confirmed this by downgrading the application via the shield applications section
Uninstall All plex updates
Version after downgrade = Version 5.6.1.505
Play the same video file. No Transcoding. runs fine.

To what is the Shield attached - TV, soundbar, etc?
Does that device support EAC3 audio?
The Shield is sending Audio through the HDMI. Although, in my eyes, this is irrelevant, as if :
uninstall PLEX updates
Everything works fine.

Having the exact same problem with my Shield. Once I uninstall all PLEX updates everything works fine again. Anyway to revert to the Version just prior to 7.28.0.15501

Dont know if you have seen this article but it worked for me…
For the past several months, I believe since recent Shield updates, EAC3 has stopped working. I’ve tried everything in my Shield, Plex Shield App and PMS settings to no avail. I can have 5 transcodes going out at once with no issues yet I can’t even play files with EAC3 through transcoding. I’ve tried various versions of PMS going back several months too. Any ideas on how to fix? For now I can only watch those files in my office or bedroom as the Firestick 4k plays them fine. Thanks!
Basically turn off new video player in Plex app.
