NVIDIA shield Plex server- after upgrade to latest OS build, transcoding fails

Upgraded Shield to :SHIELD ANDROID OS# 9.0.0(33.1.0.236)
Reset the Shield
Installed the latest PMS: 1.25.3.5385
Followed up this thread to install new server:

Nvidia Shield stuck on "Plex Media Server is starting for the first time, please wait..."

I am struggling with the very same thing. New Shield and PMS install and set up. I actually had it working for a VERY brief time until the server could not be located any more. After much effort, I tried a factory reset as original poster did. Several factory resets later, still stuck on “…starting for the first time”. Funny part is that prior to each factory reset, I go ahead and completely uninstall both Plex player and Server. After a few of the resets, not all, each still seem to be there. N…
