Even in the house with the server, from the same roku - I can log in as admin and play movies. All the house users are told server is offline. I’ve tried updating, restarting, logging into the local server directly and it hasn’t fixed anything.
Help?
Perhaps restart your router?

Thanks, tried that, plus updated to latest version.
Doing more digging, none of the users have my server as a device - one user is a managed user (my daughter) and the other users have accounts and I shared the libraries with them. Only my admin user has the server listed. The instructions to “log in as the user on the device” makes no sense. My daughter doesn’t have a login - she’s a local managed user.
I really wish plex had some kind of actual support. This is really frustrating.
Annnd finally figured it out. For some reason all my friends and managed users no longer had any shared libraries. To fix all I had to do was re-share my libraries with them.
