HDHomerun Dual - With OTA channels
So two tuners on the same Plex server. Each tuner has a different sets of channels. Quatro has local OTA channels plus premium channels. Dual only has OTA channels.
I need to choose Cable TV for the Quatro so it shows things like CNN and Weather Channel. I need to choose Antenna channels for the Dual.
I add one tuner. Select Antenna. Click next, enter zipcode, next. Set up the tuner and done.
I add the second tuner. Select Cable. Click next and BUG - It tries to match against Antenna channels instead of cable like I selected.
Delete tuners, restart Plex and try again.
Add the first tuner and select Cable. Complete the steps adding it.
Add the second tuner and select Antenna. Click next. No ability to enter zipcode. It goes straight to the channel list and BUG - It tries to match channels against Time Warner Cable channels instead of antenna like I selected.
I expect this would also happen if I had the HDHomerun Prime (cable TV tuner) which is a much more likely scenario.

Plex only allows a single EPG source for all tuners as you have determined. In the Frequently Asked Questions - DVR & Live TV page it specifies that tuners should be of the same type:
Can I add more than one DVR tuner?
Multiple tuners can be added from within the Plex Web app, provided you are using version 2.10.5 or newer. Tuners should be of the same type; all OTA or all cable, on the same Plex Media Server.
If you need your EPG to contain channels from multiple sources you can use the XMLTV files option when creating the DVR.
If you are not on the West coast you will have problems with the Premium TV lineup. They use a mixture of East and West feeds for the channels which requires a special setup.
If you are on the West Coast you are ok because you will get all West Coast feeds and won’t have a timezone “shift” problem that east coasters will have.
The only work around is to source your own feeds for the West Coast, East Coast channels in PTV, the OTA and of course your cable, then merge these into one xmltv lineup and use that with Plex vs the built in feed.
No other way around this at present until Plex releases a new version which handles these types of EPG issues.

PS if on the West Coast you can try and ONLY select the cable lineup which may very well have every channel you need already and with a bit of manual channel mapping will get it to work.
That’s not really accurate “multiple tuners”
You can have a single tuner and need multiple lineups as well.
You could for example have and OTA setup and receive lineups from multiple markets (I do).
You can be using the new Silicon Dust Premium TV which could mean you need 1 OTA lineup, 1 West Coast lineup, 1 East Coast lineup for a total of 3 markets.
