I have the same problem on my Windows 10 plex server. It is normal to restore to the version before 1.18.
The latest patch ( 1.18.0.1944) still has the issue with hardware acceleration enabled - running on a Synology DS918+.

Running WD PR2100 pixelation lasts about 45-60 seconds.
Disabling hardware acceleration results in non-pixelated playback.
To be honest, I am not completely aware of all the ramifications of disabling the hardware acceleration. Any issues when recording if it is disabled ?.
It’s not in 1.18.0.1944, it’ll be in the beta for 1.18.1

running WD PR2100, Roku with Plex client.
No change, first 60 seconds still pixellated.
Playing the recording directly off disk without going through Plex, plays flawlessly.
When I disable hardware acceleration, on the PMS, pixellation disappears.
The fix is only for newer processors, unfortunately. The issue exists within ffmpeg when using the i965 drivers.
@DaveBinM Will there be a fix for other processors ?
@edbrown The issue is in the i965 (intel-vaapi-driver) driver that the PR2100 NAS requires. We are currently shipping the latest available from Intel (https://github.com/intel/intel-vaapi-driver/releases/tag/2.3.0)
As far as I can tell, the PR2100 is not compatible with the newer iHD (intel-media-driver) driver. due to the older generation of CPU in the PR2100. I’ll try to do some investigation into anything we can do when talking to the driver to improve quality.
I’m new here, but I’m still having this same issue. I am using the latest Plex version and I have a Qnap 1282-i7 which I stream through a Roku. Actually the problem occurs on all my devices. This problem began about three updates ago and still has not been fixed. Is there a way to go back to a previous update. It’s very annoying.

Not exactly sure what you’re referring to, but the Server firmware version is tvs-1282 Version: 4.4.1.1086. This is the latest download version of PlexMediaServer-1.18.0.1944-f2cae8d6b-x86_64
and Plex states the version is 4.8.4

You’ll need a newer version of Plex Media Server to resolve this issue. 1.18.1.x or newer.
That is the latest version that Plex offered. That was downloaded on 10/14/19. Newer versions generally pop up when I open Plex in my browser. No newer version has been shown.
