I have a plex account for years now and it is working well. I have my Plex Pass and I can access my server and play tv shows/movies from a remote location without any problem.
Last week-end I was at a friend house and we did install Plex on is PS4. I wasn’t able to play the video remotely.
Same thing happen when I am from Home and I forget to disconnect my Office VPN from my plex server. The PS4 isn’t able to read the file.
I was able to connect without any problem put it looks like the server was offline, but it was not.
I got the same message that I get when the server is shut down. I was able to cast it from my cell but I wasn’t able to use my account directly from the playstation from a remote location.
Ok so you were able to log into plex.tv with those credentials, but their website couldn’t get you logged into the PMS. So it appeared offline. Okay.

It might take two screenshots. You can shrink it a bit, but keep it readable.
There are a couple of things that affect authentication.
Secure login, IPs allowed without auth, stuff like that.
He may have had a proxy running or a VPN.
If you want to enable debug logging on the PMS,
exhibit the failure and download the logs, go for it.
Zip up the entire folder and attach it.
Nothing looks odd with your network. Secure login isn’t required,
and you’ve stated that remote access works well.
It’s just that PS4 in that house. I’d open a web browser and log into plex.tv
then hit the launch button to see if the hosted client has access from that house.
Then I’d try to get debug logs from player and server, zip them up, and attach em.
that isn’t the server version it is the web app version in browser. if you scroll down a bit in settings on the left it will have the server version in the general section under the server name.
