I’ve been asked this many times and I’m not 100% sure if I’m right.
If you are NOT a PlexPass member(either by lifetime membership or monthly subscription) and you pay for the android app via google play store, will you always have that app? Say you have to reset your phone and reinstall your apps again. Will you have to pay again for the Plex App ?
Also, can that app be installed on multiple devices? or will you need to buy 1 for the phone and 1 for the tablet?

You will always have the app, once purhased
If you previously purchased the app in the Google Play or Amazon app store in the past, you do not need to purchase it again! See the information below.
Previous Purchase on Google Play
Users who have purchased the app through Google Play in the past will typically have the app automatically unlocked when you upgrade the app and you won’t need to do anything at all. If that doesn’t happen for you, though, don’t worry! See link below
