Plex App not Recognizing Plex Media Server install unable to add Libraries

I have been running Plex Media Server for years of my Windows Desktop without problems. I recently noticed that it was not automatically adding new media that I was putting into my media library watch folder so I tried to open the Plex Media Server app on Windows, but it would not open. It shows that it is running in the notification tray, and gives me the option to 1) open Plex 2) Start Plex Media Server on Startup 3) Update Libraries, etc. But when I open Plex (and launch the webapp) it does not recognize my server. Nowhere am I seeing my libraries, and if I click on “Your Media” it brings up a screen that says “Add your media to Plex” with a link to “Get Plex Media Server”, despite PMS already being installed. I have tried to repair PLS, as well as do a fresh install, but nothing seems to work. When I did a fresh install, it never brought up a screen with the option to add my libraries. I have tried stopping my anti-virus, firewall, and VPN all in attempts to try to get a different outcome, but nothing seem to be working. Any help would be greatly appreciated.

Sounds like you might be signed into a different account in Plex Web than on your server. Use https://support.plex.tv/articles/204281528-why-am-i-locked-out-of-server-settings-and-how-do-i-get-in/ to identify the account on your server.
