Plex Arcade Error 15000 with Apparently Supported Video / GPU

I have a new Game library with Parsec enabled and the default games installed. Everything at the account level seems to be in order.

When I go to play a game, I only receive the dreaded 15000 error code.

According to the Parsec web site, using an AMD card requires

  1. Video Coding Engine (VCE)
  2. DirectX 11_1.

My video card is the AMD FirePro D700 6 GB

Are there more troubleshooting steps?

If it helps, this is a Mac Pro, with 24 CPU cores and two GPU cards. I run Big Sur and the machine seems very capable of supporting large Plex workloads. My large music library ran through the Plex Sonic Analysis in two to three days for about 60K songs.
