I am trying to start a new Docker Server, however https://www.plex.tv/claim only shows a blank page. I am not the only one with this problem; Reddit - Dive into anything

Make sure you don’t have any ad blockers, cookie cutters, etc. active.
Try a private / incognito browser window.
FWIW, page works ok for me, in US CT.
