I have set a hard limit for all remote to be 4Mbit 1080p max in plex server on unraid, but yet a client using google tv and my phone when testing over 5g, both seems to cap out my upload speed stealing all the bandwith. It just outright ignores the hard limit i set per user. How can i fix this?

Different issue.
Wait at least 3 minutes after starting playback before assessing the used bandwidth.
The bandwidth setting is a target bandwidth for the transcoder.
On the other hand, clients are filling up their playback buffers as fast as possible, if the bandwidth is available and they don’t have to share it with other clients at the moment. That means in the first few minutes it can appear as if the bandwidth limit is not observed
