One of my users gets served 14mbits video eventhough my server is capped at 3mbits, the source video is not even 14mbits (but its x265)

where and how did you cap upload?
That value is often wrong
I see regularly see that value at 10Gbps when the media being streamed is a 2Mbps file
Plex calculates/shows it incorrectly all the time
In settings, Plex Web → Quality → Internet streaming
“Video quality Set the default quality for streaming video over the internet. If quality is set too high, videos will start slowly and pause frequently.”
That is only for your web client.
There is a setting under remote access (not sure if Plex Pass only) to restrict bandwidth.

Let me know if you still have the issue after changing your settings. I notice that is a samsung device and it shows an hevc file. I’ve reported (without any Plex reply) about having issues with remote streaming to a Samsung TV going above limited bandwidth.
