I’ve test 2 install for Plex (Windows Store and Website Install) but in 2 cases Plex doesn’t detect Media Server. Impossible to import Media on Plex account.
Are you accessing the newly installed server using the bundled web app from within the same network/subnet?
e.g. if you’re on the same device, you should open the web app via http://127.0.0.1:32400/web or http://localhost:32400/web
if you’re on a different device inside the same network, use http://[PMS local IP address]:32400/web instead.
I don’t really understand all of your messsage but when i do like u said, the link connect me to the website and don’t connect me to the server 
And yet Plex Media Server is install and run on my pc (and connect to same network)
I try to use SSH Tunnel, but when i want active it after manage and install OpenSsh, in Powershell App i have an error message (when i tap “ssh”)
