I downgraded the playback 1 quality level and it worked fine ( stuttering went away) … sad to loose quality but until it is fixed / optimized / or whatever needs to happen I can at least watch my shows.
This seems to work also allowing your actual GPU to be used. Though I don’t know how long I would want to leave a config file as read only.
If lads and lasses are wondering the file is located in your appdata under local and Plex, It will be Plex.ini a config file. You can right click and set to read only. Please thank this lad/lass and the original poster also.
@S.Kiddo Exactly, the devs need to fix it as I believe this is definitely the real issue here, the file is not supposed to be read-only, but it’s a perfect workaround for now.
As i’ve stated in the other thread Stuttering on Plex for Windows - #50 by navipar, the same workaround works for PlexMediaPlayer too, just a different file to flag as read-only: storage.json.
This workaround worked for me. Still waiting on a proper fix.
Just tested, the new update still has a stuttering issue.
The last update was 2 days ago before we identified this cause. Give it a little more time.

There’s a plex for windows version that flags plex.ini as read only.
I installed this version, but still not perfect.
Non 4k movies and series do not stutter.
Live tv stutters and there this micro stuttering in 4k movies.
Plex for windows still buggy, PMP has no issues
No, the new version does not make the file read-only. That was a temporary fix someone found. The cause for doing that is what’s in the new 1.12.1 build. Setting the file to read-only is no longer needed.
Not sure about the Live TV but for 4K, it could be your computer can’t decode the 4K fast enough. What CPU and graphics card do you have?

Im sure is not network, as I use wired gigabit.
CPU wise I don’t think it’s the issue either as I have an NUC6i7KYK with i7-6770HQ
Ive been using this setup for 3 years now without any issues, was not until 2 plex for windows versions ago this issue started. Also at the same time I had an Plex server upgrade, so not sure if coincidence.
All live tv channels stutter in Plex for windows, the same does not happen in PMP.
4k movies used to be smooth as butter, now micro stutters in plex for windows, but normal in PMP.

Definitely not true. That’s the version I tested, and the issue was still present.
Release notes describe the issue, not say what the fix is. Sorry for the confusion.
You’ve been able to play 4K content on this before? That NUC has a decent on-board GPU, but nothing great. Are you seeing high GPU usage when watching?
Then you have a different issue. Please start a new post and provide logs so we can investigate.
Not seeing high GPU usage.
Floats between 13-17% using Plex for windows or PMP for directly play.
And I’ve used Plex for windows to watch 4k without any issues, until 2 versions ago.
Currently been using PMP instead, but would like to make plex for windows the main Plex application.

For anyone that might still following this thread, I ended up reimaging my box and it cleared any stuterring. Crossing fingers it stays like this.
PS - another tidbit of info, for anyone researching a possible to this stuttering problem. After re-imaging my machine from scratch, most of the stuttering was gone with exception of a stubborn micro stuttering. My problem was related to the refresh rate set on my computer, where I was using the highest available 60hz. Was only when I downgraded all the way down to 23hz (anything in between still caused the occasional micro stuttering) made the playback smooth as butter.
I don’t know how to explain source of the problem, but has resolved the micro stuttering.
Hardware I’m using is an i7 Intel skull canyon, and an Samsung Q70D.
Enabling the open gl option also fixed my stuttering. Working perfect now.
