here quick guild to get everything working for windows plex server (I have a tower HP Z220 with an Intel® Core™ i7-3770 2.4 GHz with 16GB of DDR 3 Ram, OS is on a Samsung EVO 860 250GB SSD and 8TB WD Hard Drive media $175 off of eBay without Drives)
1 Everything must be unzipped but Arcade folder files. download https://www.7-zip.org/ unzip software and can unzip a thousands of files at one time and delete the zip files because Plex will try to open them first. Giving you errors.
2 use the recommend file structure and place under the C:\Users"Username"\AppData\Local\Plex Media Server at Naming and organizing Game files and Cores | Plex Support
3 download athe Plex core manager it works great (read instructions) at [Welcome to Core Manager | core-manager] ( https://coremanager.app/ ) use advanced you see what is active there maybe 5 cores for system you can try, delete active then you can download the one you want try. it will handle updating the xml file for cores. this is trial and error to find the one you like best.
4 after you delete the zip files and rescan library and empty trash in Games to get the zip out of the database.
FYI: I used games from directly from my Retro PI i have collecting for years and unzip them and they all worked great
5 setup a Parse account and connect to your Plex account As Plex instructions tell you to, Do Not install the Parse software on the Plex server you will get -15000 error. I recommend reboot the server between each group of change you make when testing. Restarting the services does not always work, it most times does require a reboot.
