I am running on a Win 10 pc with the server on the same computer and all the media on a NAS drive. Plex PC player works fine and connects directly to the server but the htpc player is showing a remote connection to the server and I am also seeing a lot of buffering, the pc and NAS are directly connects with a LAN cable to the network switch.
Looks like I have solved the problem by resetting plex htpc and manually entering the IP and port of the server. Just watched a film and played some some music both worked 100% 
and the server connection is “Near”
