I, like many others am having the issue where I do not have any Library option. This is a waste of time. Get your crap together plex. Not worth my time to become an IT person because of their half A**ed software.

If you read the thread you just quoted you see that that OP hadn’t figured out they needed to install PMS (Plex Media Server) somewhere which is where your libraries will reside. Did you install PMS?
