Have you tried to manuslly forward port 32400 in your router settings?

no settings changed prt fowarding settings not changed only internet provider i just moved server off a fiber connection in the city to my house in interlake which has no fiber but i have starlink dish

Does Starlink use CG-NAT? To find out, from the same network as your Plex server, go to https://whatismyipaddress.com/ (or any similar site) to see your public IPv4 address. If in the range 100.64.0.0 - 100.127.255.255, then you’re connected via CG-NAT. Contact Starlink and see if they offer static, Public IPv4 addresses. If so, obtain one.

Plex Relay. Connections routed through servers at Plex. Limited to 2 Mbps for Plex Pass users, 1 Mbps for non-Plex Pass users.

Can I assign a Static IP Address?

Currently Starlink can only provide Dynamic IP addresses.

From browsing on reddit, it seems Starlink uses CG-NAT.

If so, and they cannot provide you a public, non-CG NAT IPv4 address (whether dynamic or static), then you are in a double NAT situation and cannot provide direct remote access to your Plex server. You will be limited to indirect, Plex Relay connections.

Tell Elon Musk you need NAT-PMP or PCP to play Overwatch. If you get his attention he’ll make it happen.

Also: go vote for this. I assume Starlink is offering IPv6 addresses.
