I wasn’t able to complete the setup process after installation. No settings could be copied.
Normally, I don’t install there for organizational purposes.
I don’t know if it’s because I reinstalled into the Program Files folder, or if it’s because I went into the registry editor to delete all references to Plex, but with this reinstall I was able to setup the server on my new machine.
I meant if you exported some registry settings from one machine and imported into the new one

Suggest you delete the partially created server DESKTOP-78BFVK4 - go to settings in Plex Web and click on Authorized Devices in the left sidebar and delete this server -
Done, done, and done! For one reason or another, it turns out there were three partially created servers. Thank you kindly for the assistance!
Can you check again the Authroized Devices page - you can filter the view on Server. There is a drop-down for the filter
You have removed the Plex for Desktop (Windows) app device entries rather than servers
