Server Version#:Unknown (installer won’t launch)

I recently switched to a new Windows PC. My Plex setup worked perfectly on my old machine, same network, no VPN running.
On the new PC:
Plex Media Server installer appears to finish but nothing opens — no UI, no tray icon, no background process.
Tried multiple versions of the installer — same issue.
Tried direct download links from downloads.plex.tv and got XML “AccessDenied” errors from S3 buckets.
No antivirus is interfering. VPN (Surfshark) is off.
I don’t have a Preferences.xml file because the server won’t even launch once.
I’ve done clean reinstalls, wiped leftovers from %localappdata%, cleared temp folders, nothing works. At this point I can’t even get the server to initialize once. Please help — I’m out of ideas.
