Your post is quite mysterious…

How about:

  • what version of PMS do you have installed
  • is the server linked to your account? if you opted to sign-out all devices when resetting your password, this will also unlink your server from your account!
  • how are you trying to access your server (browser, Plex apps…)?
  • are you able to access that server using its local IP address to open the bundled version of Plex Web?

The server can be reached by its IP address but I am not sure what the last part of that sentence means.

Usually you can open the “hosted” Plex Web app (https://app.plex.tv/desktop). However when it comes to finalizing the initial server setup or dealing with some weird server access problems, it might be necessary to use the version of Plex Web that is installed along with your server (“bundled”).
If you’re on the same machine as your Plex Media Server, you can use http://localhost:32400/web OR http://127.0.0.1:32400/web. Both are telling the browser to look on that particular device; don’t forget the trailing /web!

If your server is installed on a different device inside your home network, you can use the device’s actual IP address (e.g. http://[PMS IP address]:32400/web)
